What's wrong about Samurott being quadrupedal? It has swords on its front legs and it can use them just fine. If it gets a hisuian form and is still quadrupedal, let people be salty.
I hate Incineroar and I just ignore its existence so others are totally capable to do that too.
Plus Typhlosion already runs in all fours so it is both.

It's more likely because middle stages aren't "good for marketing"
That's why media tends to insist in the basic forms all the time. Cuz "cute".
Middle stages are always the underdogs of the franchise, and less likely to be recognized unless they are super popular like Braixen.
