It depends on what you mean, Once you own it, you can use the design however you like.
Although, you will need to either draw it yourself, or have it commissioned before using it for commercial use, in other words, you can't use the base above to Re~Sell multiple times
Eg, you can't just paste the image above to a t-shirt etc and sell it.
But if you get another art of it, an put that on the t-shirt, it would be fine.
I just don't think the base-artist would appreciate their base being used for commercial
