Ummmm, no. Tech Priests are stupidly anal about the first and third. The second... that's what commissars are for.
Besides, canonically, Tau are just as much of a bunch of dicks as the Imperium is. The Imperium just has more dudes.

I know, I´m not saying they are perfect but as far as I am concerned the Imperium of Man is a very, very bad bunch of people with too much space and way too bad an opinion on non-terrestrial life.
