This is just the flipside version of Peter Venkman from the TV show, The Real Ghostbusters. This ghost was seen in the episode, Flipside. He is one of the three members of the Peoplebusters, ghosts who bust people that accidentally end up in Boo York City (the flipside version on New York City). In the flipside version of our world... Everyone in that flipside version.... Is a ghost. >=)

Well the way I see it is that in the real world there are four Ghostbusters and since this is the flip side version of that world, that'd probably mean that there are only three mainly because Winston wanted to join the Ghostbusters in the real world, but in the flipside world that'd mean that flip side Winston never wanted to join the Peoplebusters, so he never did...
