With the pompadour type hairstyle with his head fur and his clothing, the anthro Lycanrock/Wolwerock has a definite street punk vibe to him. I imagine he's perhaps gotten himself ambushed and knocked out by some rival gang members whom chained him up. He's likely not at all happy about the humiliating situation and the insulting poster that they've left behind.
Unfortunately all he can do is glare at his captors whom have perhaps just returned intent on having some more fun with him. Since he doesn't seem to be too amused with their witty poster they're determined he'll laugh one way or another even if it takes some tickle torture.

I can see it now. With the mane and that they've got the hunched posture with the long arms also put me in mind of a bipedal hyena when seeing the night form of Lycanrock.
If as has been suggested that he's a rock star, I could think of another backstory for this as being part of a music video. With the instrumental work and the soundtrack done he's been gagged and chained and over the course of the song he's working himself free from his bonds. He's just got to get the timing right to where he works his wrists loose and triumphantly breaks free as the track finishes. It's maybe a little tricky though and he's just a bit worried that if he doesn't manage to free himself the rest of the band might have some fun with teasing him or pulling a few pranks.

I'm forever stuck on how Midnight Lycanrocs look like fucking Iori Yagami, both in Iori's normal fight stance and Wild/Orochi Iori's Riot of the Blood Stance.
I forever enjoy their similarities and I want SNK and Pokemon to crossover with some of their designs.

It was merely a little prank, though they were rather proud of their artwork in producing this poster and in managing to catch themselves a Lycanrock. They fully intended to let him go just as soon as he agreed with the poster, that he did rather look like a Smurf who had turned into a werewolf though all he'd done so far was to growl at them. It had been necessary then to gag him just in case he tried to bite, though it would still have been easy enough to nod his head in agreement.
Rubbing his belly didn't seem to make the Lycanrock any more agreeable or even lighten his mood as he still glared at them, so it was time to resort to some more drastic measures.
