Fair enough, but one could argue that majority simply needs to get accustomed to seeing that, then that won't be an issue anymore. Also I noticed that the doll is visibly stronger in this Chapter compared to how it was in Chapter 1. Does it get stronger with each person it affects? If that's the case, how big is it going to get by the sixth chapter?
Sure, the majority can adjust to phenomena like this slowly but overtime, but what about the governments? Even if they can get used to giants roaming there, they still don't like the possibility of reckless damage and casualties inflicted by giants, they are also likely to get paranoid with serious threats/hazards continuously present in their sights, something that they can't control.
And no, the power remains the same, but the doll is actually and gradually losing its own shell until the 4th chapter. The final part of explanation behind it will be in the same chapter as well. And the third question, we'll have yet to see
