
A modular spaceport, about TL 8 (nothing beyond the pale for contemporary technology), hauled piecemeal and assembled in orbit of Neu Samara's first colony, Neu Mirny.
Neu Mirny itself (Hanstone Sector, 1926 D-99A267-7 as of 2190 AD) has an atmosphere tainted with some nasty biologicals that make long term unfiltered breathing hazardous to one's health - but the fish, the plankton, the greens from the sea, (fresh as harvest day) are easily farmed/fished/netted from the artificial islands on the surface. Each island has a cannery/food processing plant that also produces barrels of fish oil byproducts for export.
After going five years with little more than an orbital beacon, Neu Samara assigned the NSSS Murchison (a 400 ton Coventry Class trade ship, J2, 1G)the task of delivering the 46 modular components, rings, rotation collars, comm suite, dome and rotation sections' beams - taking a bit more than 4 years to get the components delivered and assembled (Jump 2 from Neu Samara - 2 modules plus parts and supplies each run = many trips). Other ships, such as the Prokofiev and Kopoba (both of the Onderneming class) assisted with personnel rotation, supply and construction.
The final design, while functional, is primarily resupply and emergency orbital refueling and transfer depot. It has no internal docking space, perse, though the aft extension is designed to collar and seal around the entire back end of a Caravan class tradeship (Neu Samara has 2, the Iskatel and Neu Mirny) for direct loading and offloading. Interior 'garages' allow for very small grav cars (purchased from the very distant Schephyrd system) to act as excursion and inspection vehicles, and extendible umbilicals allow for airlock to airlock docking with up to 2 Sparrow class Ship's Boats from the surface island colonies.
