Bern is a yakuza bodyguard from the korean manhwa "Miss Kitty and her bodyguards" created by Gom Seunim. The original story is mostly funny sketches and scenarios, but has a surprising dark core plot at times.

Looks like this is another interesting series to try out with the mixture of fun and humour but with a darker plot at times.
With his rather extensive scars I imagine that Bern would be well used to dealing with pain and strong willed but that this is part of a test for himself to ensure that he wouldn't break if he were captured and more unconventional methods used. Chained, cuffed and gagged and completely vulnerable with his chest bared, he's got to will himself not to move or make a sound as he's subjected to having his chest fur fluffed before it moves on to tickle torture.

The original manhwa sported really adorable scenarios, where something like my idea above would fit in perfectly, just like as yours would. I read the first few chapters chapters this day and enjoyed them, so I'm going to continue with the series.
I suppose another scenario could be if Bern had gotten involved in looking after the cat that day, maybe having gotten some loose fur on his suit jacket or the cat's claws caught in it and in the moment had verbally expressed his displeasure. Which would be why he's been cleave gagged and currently has his shirt opened. Keeping a calm and dignified exterior as he awaits his punishment, he considers that he could just have brushed off his jacket rather than the rather firm and bristly brush be vigorously applied to his chest.

It was important to be prepared for any danger that may be faced in service of their duties as bodyguards, including those that might prove unexpected and difficult to be prepared for. It was one thing to face the threat of death and one thing to battle through pain and blood loss, or to find oneself in violent situations. There were other more subtle and insidious threats which Bern was going to show the other bodyguards how to defend against, particularly if they were to go up against humans.
As was clear by his extensive scars and his calm and quiet demeanour, Bern was no stranger to violence and certainly a dangerous individual, well able to withstand pain and fight on past the most grievous of wounds. With his back straight, chin raised and gazing steadily ahead, he would demonstrate how one could remain stoic while on the receiving end of chin scratches and belly rubs, as well as the dreaded phrase 'good boy'.
It was a measure of his iron will and discipline to show no reaction, not the slightest twitch of a tail and an inspiration for others to try and show the same strength.
