I've had this character for a while, made him not to long after I created Riki.
Back when Riki was still a Pokemon fursona, Race was supposed to be a DNA replica of Riki, created by Team Rocket after Riki left Team Rocket.
They wanted something that was more powerful than there greatest thief, Riki, and would never betray the organization, so Race was born.
