This lovely dullahan is Celty, from the anime "Durarara", which is difficult to describe because there's a lot to it. It takes place in a strange city with even stranger legends, the terrifying black rider, a demon blade that can control the people it cuts, a mysterious gang known as The Dollars, an inhumanly strong man... There are many stories happening in this world that all tie in with one another and it comes with a huge mystery aspect where there are constantly being pieces to the puzzle added as you go.

Admittedly I haven't seen it all yet, I've seen season 1 and half of season 2 but if I want to see the rest of it I'll need to rewatch season 2 to remember what even happened last. But still, what I've seen so far has been great.
