Alright. I'm gonna have to start pretty honest here. I love Harley <3. And that face... I 'eeee'd at it.
The jaw is far too pronounced. It juts out way too far. Like Jim Carrey. It also extends up to the cheek bones, too. It is without a doubt a very 'manly' face.
Another small pet peeve - you don't have to show her ear. It's perfectly logical to have it hidden in the cap.
Another thing I've noticed - her hand vs her wrist. The hand just generally looks way to big for her body, and even without, that wrist just seems way too slender to lock up with that hand under those frills.

I admit the face is off, personally I think it has more to do with the nose being in the wrong place and making it look to flat. I'm not sure what you're talking about jaw wise, I admit it's strong but so is Salma Hayek's. I personally think Harley can be a strong character and should be drawn in a manner that reflects it. It also is because of one of my personal pet peeves about how most artists draw her. She'd got a degree in Psych. She's been dating the Joker on and off for how long? She's not 20, she'd be lucky to still be below 35, but many people draw her with a baby face despite her actual age.

Well, if that's your logic, then it's something you should mention. Batman himself has been around for over 70 years, and yet only in "the future" does he seem a day older. Most comic book characters are inside "a never ending winter" wherein everyone looks the same from issue 1 trough issue 311.
Also, her baby face is part of her character, by both grain and appeal. Also, some people have baby faces well into their 30s :P (and she had a doctorate, so, yah, she might be atleast 25 or so before even meeting the joker.)
I'm not saying your logic is bad. She does kinda look like a Martha Stewart dressed like Harley. It does have that "aged strong woman" face. ... that's just something you have to mention before you open yourself up for criticism. "This is my interpretation, not me drawing the character."

Batman actually hasn't been the same guy for that amount of time. Neither had Robin, 2 of the 4 of those have grown up to become Nightwing and Red Robin. Time does effect Batman's world even if you personally are ignorant of the fact or not.

Also the "this is my interpretation" line does not fly, everything an artist does is based on their interpretation. Should some one you commission post at the bottom that it was their interpretation of your character and not your actual character since it was drawn by them and not by you? Should I put a label on my other fan art saying it's not the real character just my interpretation of it as well?
