Lying with your legs in a badger's stomach isn't the most comfortable way to travel. Bart can't turn off his stomach acids so things can get a bit tingly. It's a lot more comfortable than trying to get through the fire yourself, though. The flesh and fur of a magically fire resistant badger makes a pretty good shield against the flames.
Not everyone thanks Bart after he emerges from the fire and coughs up his passenger. Sometimes they or their relatives are genuinely angry that his charge ended up scratched up, slimy and slightly acid burned.
Being a good-natured civil servant he resists the urge to tell them that had he not done exactly what he did, one of two things would have happened. Either they'd have to wait until the next morning for the fire crew to dig the burned-up corpse out of the ashes, or Bart would come out of the fire, let out a long burp and apologize for not being able to hold his breath quite long enough.
Ending up a bit scratched up and slimy is as good an outcome as one could hope for given the circumstances, really.

The first time he did this the family was extremely pissed at him but a female fireman gave him a blowjob, so it all worked out. These days it sort of pays for itself because a certain sort of person now knows he can swallow them partway if they want it, and that he can be trusted not to finish swallowing them. Sometimes they pay him, more often all he gets out of it is sex. 83
Sounds like a double win honestly, yet it seems it'd be even more profitable if he could swallow someone whole for a time and cough them up, maybe some anti-stomach-acid medicine would be worth the purchase as well
There seems to be a lot of people who would love to experience it X3

Yeah, people are dumb like that. Let's see, small first degree acid burn >>>> burning alive, but apparently people don't see it that way.
Might actually be better if he DID swallow them all the way down. That would be better protection if he had to go right through the seat of the fire to get out.

The ring of fire resistance protects them even if their face is sticking out. It has a slight aura effect. Otherwise your clothes or whatnot (and Bart’s fur) wouldn’t be protected.
Swallowing them all the way down produces two issues. One, they may suffocate or inhale acid, and two, they may get curled up in a ball and prove to be impossible to uncurl. If that happens their tombstone would read "The badger burped, and looked apologetic" so Bart isn’t keen on that idea. It is the same reason he doesn’t swallow willing prey all the way, except the one wererat who has acid protection and breathing magic items.
