i talked to the kaiju, actually -- the only reason why they look lost (and wander aimlessly) is because they're taking a very curvy path through the city that they calculated themself. they're looking for a specific building to go to, and made sure to find the path taking them there where the minimum width road was widest, so as to minimize the risk of hitting any building.
