I thought of him more as a river-eastern-dragon. I read some time ago, I think it was in one of the many monkey-king-stories, that each body of sea was ruled by a dragon, who also represented that part of the great ocean.
And so the idea of the setting sun shimmering on a serpentine river in an Asian setting lead to this character - not owning a part of the ocean, but ruling over a broad and nice river. :D
