I made too complicated hors for my cat, so here I went easier.
I could make them more complicated but might have problem with too much polygons, it could just not fit for VR. + Here is always question of price\time.
That is why maybe it will be first and last VR model commission, next I will do just something for portfolio out of furry fandom.

It's not so much the polygon count of the hair fins, its that most of them don't need back faces or a lot of geometry. They will need their own material, but you can use PNGs for th textures for the hair fins. Here's an example.

Having a single set of UVs for the whole figure is not bad, though it does limit texture sizes. However if there are several outfits, then they would have a UV Set per outfit. HYaving one texture for the figure is not a bad thingm but with planning, you can do different materials, but use the same texture map. Fur, flesh, eyeballs. ect.
