All of them I imagine wanted to prove their strength of will and endurance by not laughing and the poor red fox just reached his limit, though from his eyes I think the polar bear is just about to break into laughter or possibly a sneezing fit from the feather to the nose.
From his blush and that he looks to be tensed I think blue wolf is just as ticklish though with his scars he's probably more of a battle hardened veteran. I expect once the polar bear has joined the fox in laughing, the blue wolf having proved his endurance will finally let out the laughter he's got bottled up and start howling.

Wonder who will be the second to break~the tough bear seems on the edge of losing his hold of laughter.But it's also possible if the wolfie suddenly burst into laughter and howl with his body straight and upright.(maybe those wolf paws are going to struggle sooo hard)
