It was a kids show around that same time, and I think it was made by the same group, Those Characters from Cleaveland, but they're very different.

Shirt Tales was a real show?!
I guess growing up in the 90s I have very little knowledge of most cartoons that aired before I was born. I grew up on shows like ReBoot, Sonic the Hedgehog and some of the Disney cartoons like Tailspin and Darkwing Duck, along with the classics like X-Men, Batman TAS and The Tick.
