Not really. A decent set of steel chains are usually going to be strong enough to tow 1000s of pounds. And if law enforcement felt they needed to use high tensile strength steel chains, much like normal handcuffs, that tiger man is going to need to insanely strong, like being able to heft a bus strong.
He's not stupid. He knows the police aren't going to be stupid either. They've got cooperation, tasers, guns, better training for this sort of thing, equipment designed for just this sort of thing, and there's nothing stopping them bringing in other cops who make him look like a 90-pound weakling.
