It's Lucky Star, the reference is Lucky Star. A series I originally watched on youtube in the early 2000's fansubbed, mirrored, with pixelation because I lived in the boonies as a kid and my internet connection was absolute shit.
I happened across the dubbed version, also on youtube, and decided to give it a watch. Felt like I was a kid in the early 2000's again. It was great!
I think Luna would be a lot like Konata in that way that she's very lazy but also very clever, but also really friggin dumb XD in a good way though.
