No you don't want to leave that scruff along your jawline, at all, only let it grow at your chin, trust me it's not a good look and if you go out into public with it along your jawline you'll get some awkward glances :/

Oh well THAT kind of scruff is ok, but you'll have to wait till your facial hair comes in a bit more before going for something like that, that guy is in his late twenties early thirties, if your only just now having that stuff coming in you might have to wait a couple more years before your facial hair comes in like that.
