I'm terrible at redlines and have such a shaky hand it's not the best but I hope it helps!
First off your art itself has improved so much lately, the biggest thing I noticed that is messing with your anatomy is the head was just large for the body itself. Widening the body a bit and moving the arms to suit would be my first step. Your hair can still cover where you have it covering it's just easier for me to draw what would be under the hair so I know what I'm doing... kind of. The chest itself IMO is well drawn and I'd like to see you do some muscle definition to the abs as well at the arms so they match the chest a bit more.
The waist was way to thin so I expanded that a big, the tail is in the right spot so if you do widen the hips make sure you move that and the legs a bit to suit like I did here in the redline.
The legs could be a bit longer but their proportion to each other is spot on and those pant folds are fantastic! I really didn't want to redline them because I couldn't do those pants and feet justice (those dragon feet are fantastic), making his legs a little longer would be a suggestion though.
I don't know how to make the pose any less stiff than you have it as I'm terrible with movement though it did come of as a dance pose to me before I read your description if that helps at all.
Really you got the idea just your proportions are a bit off. It's hard though I understand, my proportions are always off until I make one of my boys or someone else tear it apart for me and help me fix my anatomy.
May be goodle some pictures of rave dancers... dancing and get some ideas on what makes the people look fluid and as if they're moving.

I didn't redline it but I just noticed if you have some of the hair strands flowing erratically to show movement in them it would make the pose look to have more movement.
