I decided to turn his markings into scars, and his hair is really long because being a prisoner for a long time he didn't have the ability to cut it. He's from the surface, sold at a really young age into trafficking, like original training, and got separated from his older brother. He ended up escaping off of a cargo cart and into the fallen underground, where he lived as an urchin for a short time before being captured by the constables and locked away for years.
He's escaped again, and he's active and on the streets.
