It maybe common if the head is wearable like a fursuit head. If you are making puppets or dolls, I wouldn't say it is as common. The purpose of the doll needs to also be considered. Some people may want the head only for more personal or adult reasons if they are going to have it modified.
As far as market, depends on the size. Your dolls are rather big so I wouldn't say you would be out of range to charge anywhere from $500-1500 depending on the complexity. $750-900 possibly starting out.

I rarely ask for just the head in my area, and I don't know the market price.
I get a lot of inquiries, but I was having trouble answering them.
I will refer to the price. However, since it is not worthwhile to make just a head, I will probably finish a shoulder-length model or a model with boobs within the price.

I don't know whether its common or not in the USA.
For wearable heads, it is usually referred to as a partial (as in a partial fursuit).
A partial is typically a head, paws and sometimes feet as well. As you might imagine they are not as hot to wear as a full fursuit. They are simpler to transport, easier to put on and remove. Ages ago I started a suit for myself but only got as far as the head, paws, feet and legs. I didn't set out to make a partial but that's is what I ended up doing in the late 1990s.

As for costs, since several fursuit makers make partials, researching their commision prices would probably be a great place to start. Your technique is rather unique with the use of the felt instead of faux fur and it's is crafted to a very high standard so you would probably want to look at the upper teir of fursuit builders when researching cost.

Lots of people have busts sitting on shelves to display. Sometimes displaying full bodies are difficult or too expensive. They take up a lot of room and are harder to care for, while you can easily case or box a bust. Bust defined as going from top of head to anywhere from chin to including some chest. Usually done with larger figures, such as yours.
