Tokoraki Oguro, or just 'Toko', is a law enforcer in the city. He has a neuro augment that analyses social situations and chooses the best possible path. That augment was made for police interrogations, but it works anywhere. Through this, Toko has built up a ring of informants, hitmen, and gang contacts through his years. He's 'misused' his social augment to get his way for a long time now.
His girlfriend, Sydeny, doesn't know about any of this. It will only be a matter of time before it's too late.
