Looks like Tiny was doing some monkey business and stole Kimiko's amulet. Felicia took advantage of this and made the amulet shrink Tiny in size so she was easily captured.
Never had the need to use Kimiko's necklace to do something. It's meant to help Kimiko shrink down to a more easy size to enter doorways, but for the forest elves structures. Human doors are tall enough for her to walk through.
