The phrase became a meme and story term made by people from a site called TV tropes and which it means in layman's terms (without even more explanation): "A character is transformed (literally) into the monsters he fights." Note that this kind of meaning could go both ways as in either the victim now has become the bad guy themselves and starts being evil or they just simply look like the monsters and now has to worry about everyone hating/fearing them or hunting them down.
