...considering how antagonistic they are, I feel like there's some manipulation going on. Drayven could probably be using Valmont's lack of political knowledge to basically make him into his little pitbull, so to speak: point them at something solvable via their methods and maintain some sort of plausible deniability. The trick until then would be to get Valmont dedicated to helping, or "helping".
