Thing is, he is also ensuring that the Shelter received funding in perpetuity to ensure Ms. mouse's loyalty...by being generous and kind even with ulterior motives. At least that's what it looks like.

He's what I call the "positive competition" type (as opposed to negative or neutral competition). He gets what he wants by building and improving to become the more attractive option. Neutral is comparison without invoking a change, and negative is becoming the winner by tearing down your opponents.
