The raised arm make him look like he's casting/summoning... the other looks more like he's gonna cut you...

Difficult choice - the upraised arm is more dynamic, but the lower arm is more... powerful and dramatic. If you are not certain, perhaps leave it to your commissioner to make the final decision? Unless he has left that entirely in your hands
