It's an anime-style "power up" sequence. That's why it's been 11 days and there's still no episode 5.
Just give it a few more weeks, soon enough that domino on her forehead's gonna start glowing yellow and she'll turn into a giant monkey or something.
In the meantime, all she's doing is causing property damage and holding up traffic. Those cops from the previous page all gave up a few hours in and went to go get donuts.
