Given that the punishment for starting a howl was to end up in the stocks I imagine that the unfortunate wolves will be there for a while. With those restrained bare feet on display it's inevitable that they'll be getting subjected to some tickling. Lucky for them that they're not shirtless so at least that will be some protection if anyone decided to go for armpit tickles.
