...before I knew what fanfic was. It was about a further mutation of the TMNT that resulted in the turtles gaining super powers. Raphael discovered his new power of plasma bolt projection in a slightly uncomfortable fashion (he exploded, sort of) when he reacted to Donatello's seeming vaporization. Here's a pic I did based on the story idea.
