Fluttershy, another gimmick one! The whole idea for her was that, while the others went to the high school, fluttershy didn't. She instead was part of the secretive "breezies" and spied around the school, trying not to be caught by the ponies living there. She's very small compared to the other main characters, and so can so some espionage and sneaky stuff, shenanigans, etc etc.
So, here! Her design is based off of a combination G3 and G4 breezies, and palette a combination of G4 fluttershy and G3 wysteria, as well as a cutie mark based on G3 fluttershy. She's shy, of course, but I think she'd be really interested in making friends. All the other breezies think she's the brave one out of all of them, so her being shy but curious makes sense with that- she is afraid of the other, large ponies, but wants to know about them badly enough she watches them anyway. Also, I think it'd just be fun to give her polly-pocket style travel toy sets.
