Given how that cloak matches the one Drako used prior to revealing himself, I think it's safe to say he had spares
And in addition, I like to believe that that is him one listening in on Raphael & Traximus' Conversation shortly after Raph was knocked out the Tournament
To me it would explain why he felt the need to accelerate his own plans, to the point of recklessness, if he was already aware that those two were moving in to disrupt his and Ue-Sama's schemes
