Rachel the Rattata.
I was never a fan on this evolution line, though Rattata is arguably one of the better party members in gen 1, especially in the first three games chronologically.
Rattata would be a low tier fighter with many defeats and few victories. Sort of a starter opponent. She'd be vile and determined, never giving up, and if there was a group of bullies among the boxer greenhorns, she'd be certainly one of them.
