This is the perfectly comical way of talking about a very serious issue; 'Always have candy inspected before consuming.'
Sadly, there are those that try to ruin Halloween for some with tainted tricks. Although, I rather like this witch's prank. Kid's needed better costumes, anyhow. That is, as long as the effects were-off. ;)
