It gives a magical almost multi scaled presentation. In my imagination, there are some sub aquatic dragons and draconic hybrids with semi transparent shark skin appearances. If the top skin layer was semi see thru, and the underlying scale layer was semi armored, I have to be honest that; that would be one nightmarish type of oceanic foe to unfortunately stumble upon. I think a double scaled style/appearance like this, would be most applicable to creatures like that, or similar in genome. Certain amphibians, salamanders, and maybe moist wyrms (reminiscent of Jahrytodos from MH) would matching this scale pattern almost definitely.

just my imaginations two cents, as for how it looks on Selianth...I'm biased becaused I think she is beautiful whenever she is shown. :) Maybe the second layer of scales courses over her form when she is channeling her magic? She's a pretty powerful Tempest dragon, is she not?
