I'm not meaning to offend you by suggesting you hadn't thought of these things:
The sleek shoulders and lack of rear claws, combined with an armored rather than barbed tail, suggest a stalk-and-chase type of predator. However, the eyes seem to point out, which is useful for prey type animals who constantly watch over their shoulder. Though maybe that's a head plate I'm seeing on his forehead, and thus why the eyes are back more.
And well...scales form a "protective sheet" when the joints are at maximum extension. So if his knees and tail are bent, I assume they would flare away from his body somewhat. Try to imagine that his pattern of scales would make him move forward naturally through water.
Just wanted to write _something_ since it seemed like you were at an impasse. You can either discount what I wrote as foolish, or hopefully find some inspiration in it. I'm actually very impressed by your work so far!
