He wanted me to draw him a follow-up to this pic he did of his fox character Katie ( https://www.deviantart.com/bluesple.....cape-899510264 ) being captured by  shinragod 's Splash Vixen. Apparently, General Blitz needed a hostage to demonstrate his powers on for when he takes over Petropolis, and Katie seemed like the perfect candidate for it, unfortunately.
Splash Vixen was sent to retrieve her when she tried to escape, and she seems pretty remorseful about having to do it mainly because she knows Blue. She hopes that Katie forgives her for having her be held hostage, and returns her to Blitz as promised.

Don't worry, Splashy. I'm sure Katie forgives you. <: )
