Specialised software is usually only useful in exactly the application it was made for and nothing else, and if it's more versatile, it's normally commercially available.

Second of all its never stated what type of vehicle. Could be power management for on-board reactors. Distribution. Engine timing.
Terrain analysis. Or Any NUMBER of other things.
Someone seems to be trying to inject real world logic into stuff thats 1, the future. 2 completely different settings compared to irl. And 3 a cute furry comic. Which im sure the commissioner has very good reasons for.
