A 10-point bonus/penalty on a d20 seems kind of overpowered. That's half the whole range.

And? Picking the right or wrong skill seems like mostly blind guesswork. Imagine picking a skill that sounds right and discovering that you've just brought your chances of success from "a little under fifty-fifty" down to "literally zero".
