Hmm, the Ultra Space policy is a bit of a strange one. While I get that stopping invasive species is a good one, it is a bit strange to simply allow any Legendary as is. Yes, technically Mews are Mythical and not Legendary, but in regards to Mews, well, sure, TF them into a non-invasive species, but then it's just going to be transforming back or whatever the heck it wants.
