Responding to the critique you requested~
I'm surprised that this is only your second digital pic! I have no real experience with tablets (though that's set to change soon) but your lines are pretty solid. :) Since you specifically wanted help with clothing folds, let's hit that up first--the ones you've got on the pants fit perfectly with the style you've got going for this piece, but not as much those on the shirt, likely due to them being just burned in sans lines. (Though the white on the chest is good--kudos for using white as a shade rather than a colour! A lot of people don't utilize that for a long time.) I think they would be communicated more effectively with just a few black lines (the placement is just fine). You may also want to place juuuuuust a few around where the legs connect up to the crotch since there's usually a lot of bunching there.
Since you had anatomical concerns, there's really only one thing I notice, and it's very small--on the arm giving the thumbs-up you may want to make the forearm have the line that leads in rather than the upper arm, due to how elbows are constructed and their relationship to the bicep (as well as the angle it's at). Apart from that nitpick your anatomy's actually quite decent, you clearly study. (At least as far as I can tell with the human bits. I'm not particularly well-versed in dogs. XD)
I have no real naysay about Elements 8...I use Elements 5 myself. I've used CS4 before and true, it is a vastly superior program for a lot of things, but honestly for most colouring jobs something so fancy isn't needed. :) At least that's my opinion. What you have now will serve you well.
