Percy, a polite dragon adopted by Popeye's great-great-grandpappy, according to the 1960 Jack Kinney-produced cartoon Popeye and the Polite Dragon. I liked a good bit about the cartoon, not least that there was this wonderful prissy dragon whom the cartoon seems to imply is the ancestor of our own Popeye the Sailor Man. So here he is, as an infant dragon, along with a much more complete background than I usually draw even if it is just the usual Kinney Studios-grade background of the time.
