Well, yes, obviously if she didn't get in there wouldn't be much of a plot for the series... and the bit with the purse snatcher shows that Anya can be very clever when she really wants to be, she's just still rather naive.
Granted, that's familiar to anybody who's had to deal with small children... they can occasionally be very clever, just not always at the right times.
