He also has had a chance to show what he could do though in multiple arcs. Those few scenes are enough to establish a fighting move set. Compared to spinner getting taken down immediately and having really nothing after that till mva arch where even then he doesn't get much as far as capabilities but rather showing the shortcomings of the character.
Spinner was fighting on par with Mandalay (the cat lad) and only lost due to Izuku arrival
and the Gecko Quirk is useful, allowing him to dodge hits, he is a melee combat user, prefect for many of the games
with the degree of tactical skill he has shown is the show.
ill admit Minoru can be useful in a fight but not on a front line fighter (spinner can)
putting simply Minoru is not a the direct combat fighter (plus all his move are panic moves)
spinner has been shown fighting people at close range even if when he had no story relevance
and the Gecko Quirk is useful, allowing him to dodge hits, he is a melee combat user, prefect for many of the games
