Plebiscite

Medusa had been a part of the Terran Core until its fall to the Kashlani. Apart from making certain that the system and planetary defenses would not trouble them, the Sovereign’s forces largely ignored the planet. They even allowed the planetary government to stay in power, although a small liaison group was ‘associated’ with Medusa’s governor to keep an eye on things.
The system was part of the occupied zone that, with the end of hostilities, was supposed to hold a vote on whether to rejoin the Terran Empire or join the secessionist Colonies.
‘M’ sat down as one of the roebuck’s analysts said, “Voting in the plebiscite has just finished, Sir.”
“Good. Were we able to exert enough influence?”
“Well, Sir,” and the lion flinched as the roebuck raised a single eyebrow, “we made no effort to sway the vote for Medusa.”
The roebuck frowned. “Explain.”
“We decided to apply various methods to varying degrees,” the lion said hastily, accessing his padd and projecting various graphs and other data into the air. “Medusa was left alone as an experimental control, to determine how well our efforts worked on the other worlds and settlements.”
“Ah. I see. Tell me,” and the roebuck’s voice went silky, “what preparations had you made in the event that the majority of Medusans opt out of the Empire?”
The lion swallowed his sudden fear and glanced at his padd. “We had an entire media campaign, constructed by our best psychosociologists, ready to deploy with the full participation of the planetary government. The campaign was prepared to discredit the planetary AI as compromised by the Kashlani, and therefore the referendum result would be declared invalid,” and the lion smiled, “and the vote would be retaken.”
“With a somewhat different result,” ‘M’ said. He nodded.
“We actually have a range of results prepared,” the lion said, “ranked depending on the number of persons who vote in the second election.”
The roebuck smiled. “Very good.” He glanced at the other members of his political staff. “Have we any result yet?”
“Initial results from Medusa are sixty-two percent in favor of rejoining the Empire,” one said.
“Trends favor that margin increasing,” another remarked.
“Good,” ‘M’ said. “Good.”

There's some questions on how the second kid ended up with 4K+ on a debit card to buy the hardware for his little project (and stories are coming out that don't match what we were given as the train of events.)
Like I said, we can't tell what's real/staged/or even actually happened ...
