The two most powerful kobolds in their clan, both Rihksa and Garyx are directly descended from a dragon parent. They are often tasked with fighting off particularly troublesome adventurers bothering their clan, complex issues, negotiations, and relations with outside cultures. Typically if they have to fight, it's not going to end well for their opponents.
