As far as I know, I saw once a tutorial based on how to make a glossy/reflective skin (with the result of something equal to a latex). I tried my best on making a blue dragon more shinier, only to fail at it a bit and make it look like pearlscent colour with unnecessary and heavy addition of white lines to make it look glossy.
But in the end, I liked the way it came out. Think of it as a random dragon gaining an extreme amount of power that he is already the never-ending fuel of it.

No. The one I watched was from some japanese artists here on FA, who tends to make latex suit TF's (when I was randomly surfing and browsing, that is).
