Where is the bellybutton? :P That would be how I decided. Typically pants go up to the underside of the belly button. If no belly-button, then where does the stomache actually sit? Decide if you want abs up-front? Or on the underside.
My personal preference between the two, the right side. But thinking of a true 'saur, likely the left-side.
With the right-side shirts can be normal and doesn't make the character look like it has a onesie on. One on the left wearing a normal 'shirt' would leave the front legs open but the back ones covered.
